Abstract

Ahmad Suhelmi reads the appointment of General Hartono as Minister of Information and the leadership regeneration within ABRI (the Indonesian Armed Forces) in mid-1997 through the elite circulation theories of Pareto and Mills. The author assesses this shift as a political engineering designed to secure the 1998 General Session of the MPR (People's Consultative Assembly) and the national succession. He concludes that this change of elites confirms the strength of President Soeharto's personal power, in line with the thesis of Liddle and Jackson.
