Abstract

Tito Panggabean responds to Joko Widodo's promise to build a market for mama-mama Papua (Papuan women traders). In his view, building the market must be accompanied by cultural understanding, because mama-mama Papua sell goods to meet domestic needs, not to pursue profit. Empowerment programmes also often fail because they neglect the role of women.
