Abstract

The cover of Tempo magazine, 10–16 December 2012 issue, the annual special edition Kepala Daerah Pilihan 2012 (Selected Regional Heads of 2012) entitled "Bukan Bupati Biasa" ("Not Ordinary Regents"). This edition features regional heads—regents and mayors from across Indonesia as far as Papua—whom Tempo's editors judged to have made breakthroughs in public service, bureaucratic reform, education, health, urban planning, and the eradication of corruption in the era of regional autonomy. The cover photographs the selected regional heads in front of a simple warung (food stall) with a chessboard, among them the Mayor of Surabaya, Tri Rismaharini, as a symbol of the closeness of leaders to the people. This edition records the discourse on clean and innovative regional leadership ahead of the 2014 elections, when a number of regional heads began to emerge as national figures.
