Khilafatul Muslimin: Nasehat dan Himbauan (Ramadhan 1437 H / 6 Juni 2016) dan Maklumat Pendirian (1997) [Khilafatul Muslimin: Advice and Appeal (Ramadan 1437 AH / 6 June 2016) and Founding Proclamation (1997)]

Abstract

A two-page leaflet issued by Khilafatul Muslimin, a group centred at the Masjid Kekhalifahan Islam (Mosque of the Islamic Caliphate), Bumi Waras, Teluk Betung, Bandar Lampung. The first page, "Nasehat dan Himbauan" (Advice and Appeal), dated 1 Ramadan 1437 AH / 6 June 2016 and signed by Abdul Qadir Hasan Baraja as Khalifah/Amirul Mu'minin (Caliph/Commander of the Faithful), calls on all components of the nation, civil and military agencies, and Islamic mass and political organizations to unite under the system of the caliphate and Islamic sharia, with reference to QS Al-A'raf 96, and offers an Islamic leadership supported by ABRI (the Armed Forces). The second page, "Maklumat" (Proclamation), announces the establishment of the Caliphate of the Muslims (Kekhalifahan Kaum Muslimin) on Friday, 13 Rabi' al-Awwal 1418 AH / 18 July 1997, and explains its principles, aims, caliphal consultation (musyawarah), the membership of Muslim and non-Muslim citizens, the obligation to hand over infaq, zakat, or donations to the Baitul Maal (treasury), and the appointment of Abdul Qadir Hasan Baraja as interim caliph. Baraja is known as a long-standing figure of the hard-line Islamic movement since the era of Komando Jihad and the Talangsari incident in Lampung. In June 2022 he was arrested by the police for spreading caliphate ideology deemed contrary to Pancasila and was subsequently convicted. This leaflet is an important primary document for the study of caliphate movements and political Islam in Indonesia.
