Abstract
An article by Rizal Panggabean, a researcher at PSKP UGM, that uses the fable of a society of mice wishing to hang a bell around the cat's neck to interpret the role of Amien Rais at the end of the New Order. Amien is portrayed as the "mouse par excellence" who dared to spotlight the hegemony of power, from the Bapindo, Busang, and Freeport cases to presidential succession and limits on presidential terms. Rizal describes Amien's style of criticism, the reactions of friends and foes, the press attention that made him the cover boy of various magazines, and two strategic problems: the high risk of threats from those in power and the difficulty some circles have in accepting the importance of the bell of transformation and democratization.
