KEN-2050 dan Dilema Harga BBM [KEN-2050 and the Fuel Price Dilemma]
Kompas · 2014-10-09
Abstract
An opinion article by Rinaldy Dalimi, professor at Universitas Indonesia and member of the Dewan Energi Nasional (National Energy Council), in the daily Kompas, on the Kebijakan Energi Nasional 2050 (KEN-2050, National Energy Policy 2050), which was approved by the DPR (House of Representatives) in January 2014 to replace Government Regulation (PP) No. 5 of 2006. The author explains the goals of energy independence and energy security, as well as six main points of KEN-2050: a shift in the energy paradigm from export commodity to development capital; energy development priorities (maximising renewable energy, minimising petroleum, optimising gas, coal as a balancing source, and nuclear as the last option); the gradual reduction of energy exports; the establishment of operational, buffer, and strategic energy reserves; the decentralisation of planning through the RUEN (National General Energy Plan) and RUED (Regional General Energy Plan); and the gradual reduction of subsidies on energy prices. In the section "Dilema harga BBM" ("The fuel price dilemma"), he considers the proposal to raise the fuel (BBM) price to Rp 10,000 unrealistic for the new government and offers an alternative of recovering the subsidy through a tax on private vehicles.
