Mewujudkan TNI Bebas Korupsi [Realising a Corruption-Free TNI]
Kompas · 2014-08-26
Abstract
An opinion article by Dedi Haryadi, Deputy Secretary-General of Transparency International Indonesia, in the daily Kompas, with an illustration by Jitet, responding to the declaration by TNI (Indonesian National Armed Forces) Commander General Moeldoko on the establishment of an integrity zone (zona integritas, ZI) and corruption-free area (wilayah bebas korupsi, WBK) within the TNI. The author questions the seriousness of the declaration, highlighting that in ten years only the Djaja Suparman case had surfaced, and then sets out the Transparency International military corruption index study (January 2013), which placed the risk of military corruption in Indonesia in the very high category (Band E), on a par with Afghanistan, Iraq, and Venezuela, and below Malaysia and Singapore. He outlines the mandatory and operational indicators under Regulation of the Minister of PAN-RB (Administrative and Bureaucratic Reform) No. 20 of 2012 that must be fulfilled, as well as the roles of the KPK, the BPK, the Ministry of PAN-RB, and the Ombudsman. The author stresses that ZI and WBK must be accompanied by strengthened political control by the DPR resulting from the 2014 election and public control by civil society so that the TNI is clean, professional, and capable of safeguarding the sovereignty of the state.
