Pengamanan Inpres Perberasan [Safeguarding the Presidential Instruction on Rice]

Abstract

An opinion article by Toto Subandriyo in the daily Kompas on Presidential Instruction (Inpres) No. 5 of 2015 on the Policy on Procurement of Unhusked Rice/Rice and Distribution of Rice by the Government, signed by President Joko Widodo on 17 March 2015 to replace Inpres No. 3/2012. The author sets out the increase of around 10 percent in the government purchase price (HPP) for unhusked rice and rice, which many observers considered not yet to reflect a commitment to farmers amid rising production costs and the stagnant farmers' terms of trade. He highlights the delay in announcing the HPP, the readiness of Perum Bulog, and the risk of unhusked rice prices plunging during the main harvest of the rainy season (rendeng). The author urges Bulog to move quickly to buy directly from farmers so that the policy does not instead benefit middlemen (tengkulak), collecting traders, and large milling businesses.
