Pilkada dan Lorong Ideologi Alternatif [Regional Elections and the Corridor of Alternative Ideology]
Kompas · 2014-09-24
Abstract
Refly Harun refutes the view that the direct election of regional heads contradicts the fourth principle (sila) of Pancasila. The author traces two interpretations of that principle, the minutes of the sessions of the BPUPKI (Investigating Committee for Preparatory Work for Indonesian Independence), and the position of the MPR before the amendment of the 1945 Constitution. In his view, the DPRD (regional legislature) cannot be equated with the MPR as the embodiment of the people, so election by the DPRD is no more in accordance with the fourth principle.
